PHILJA Founding Chancellor Justice Ameurfina A. Melencio Herrera Award for the Most Outstanding Professorial Lecturer and Launch of the Global Distance Learning Center (GDLC)
PHILJA held the second Founding Chancellor Emeritus Justice Ameurfina A. Melencio Herrera Award for the Most Outstanding Professorial Lecturer on June 13, 2013, at the PHILJA Training Center in Tagaytay (PTC), made possible with funds donated by the children of Justice Melencio Herrera. PHILJA Chancellor Justice Adolfo S. Azcuna was the first recipient in 2012. Retired Court of Appeals Justice Hilarion L. Aquino, the 2013 awardee, delivered his lecture on the topic “Revisiting Legal and Judicial Ethics: Challenges and Perspectives” through video-conferencing that reached a total of 362 participants at the Tagaytay venue and at the remote site, the Supreme Court Session Hall in Manila.
Justice Aquino discussed the following: Ethical Conduct; Law Ethics and Justice: Linkages; Legal Ethics: The Imperatives of Principled Legal Advocacy; The Ethics of Prosecutorial Discretion; The Ethos of the Legal Profession; Judicial Ethics: What does this all meant for the Judge; Judicial Ethics and Prosecution; and The Ethos of the Judge.Thereafter, Justice Aquino presented his paper to the children of Justice Melencio Herrera who, in turn, presented it to the Supreme Court through Chief Justice Maria Lourdes P.A. Sereno. The other speakers were Chancellor Azcuna, Justice Jose C. Vitug, and Chief Justice Sereno who gave the Closing Remarks.
Launching of the Global Distance Learning Center
On the same day, prior to the lecture, the Supreme Court, through PHILJA, formally launched the Global Distance Learning Center (GDLC) located at the PTC.
The GDLC, one of the best features of the PTC, was designed to further enhance the delivery of judicial education through a high level of interconnection via technology. The ribbon cutting ceremony, signalling the GDLC’s formal launch, was led by Chief Justice Sereno, along with Supreme Court Associate Justice Teresita Leonardo-De Castro, Founding Chancellor Emeritus Justice Herrera, and Chancellor Azcuna.
