Supreme Court and PHILJA Delegation Attends the Final Global Course on Modernization of Law in the Philippines and the 7th Scientific International Spanish-Philippine Convention at the Universidad de Málaga, Spain

The Philippine Judiciary Delegation, led by Supreme Court Associate Justice Alfredo Benjamin S. Caguioa and Philippine Judicial Academy (PHILJA) Chancellor, Rosmari D. Carandang, attended the Final Global Course on Modernization of Law in the Philippines on January 8, 2024, and the 7th Scientific International Spanish-Philippine Convention on January 9-10, 2024, at the Universidad de Malaga, Malaga, Spain.

The Conferences are the culmination of the Capacity Building for Legal and Social Advancement in the Philippines (CALESA) Project co-funded by the Erasmus+ Programme of the European Union, wherein the Philippine Judiciary, through PHILJA, was designated as one of the beneficiaries. The CALESA Project started in 2019 upon the facilitation of Professor Dr. José Manuel de Torres Perea from the University of Malaga.

On January 8, 2024, the CALESA Steering Committee held its final meeting during the Final Global Course on Modernization of Law in the Philippines where partner institutions delivered on the achievements and results of their project implementation. Dean Sedfrey M. Candelaria, the CALESA Project Coordinator of PHILJA, reported on the successful implementation of two Knowledge Sharing Seminars on Criminal Law and Private Law. Dean Candelaria also highlighted the publication of the 2-Volume maiden issue of the PHILJA Journal for Judicial Studies (PJJS) which featured the lectures and presentations during the Knowledge Sharing on the Modernization of Criminal Law. Dean Candelaria was ably assisted by Ms. Armida M. Salazar, Focal Person of PHILJA for the Erasmus+ CALESA Project.

On the following day, January 9, 2024, Associate Justice Benjamin S. Caguioa delivered the Opening Remarks for the “7th Scientific International Spanish-Philippine Convention” where he highlighted the concept of “modernization” and the importance of exchanges of perspectives from which each may discover common experiences or identify differences in their respective jurisdictions. Justice Caguioa encouraged the participants “to push each other further to new frontiers” to create new legacies for the future generations. Justice Caguioa also delivered his lecture entitled, “Modernization of Civil Law in the Philippines.”

Dean Sedfrey M. Candelaria delivered his closing remarks to conclude the first day of the convention. In his message, he appreciated the efforts of those who formed part of the CALESA Program and emphasized that the program not only achieved something beyond expectation, but also reminded everyone of the common historical past that each share, now viewed through the prism of global citizenship.







On January 10, 2024, Justice Rosmari D. Carandang delivered the Closing Remarks marking the end of the conference. In her message, Justice Carandang attributed the success of the CALESA Project to the untiring commitment of the coordinators, representatives and support staff of each institution. Justice Carandang added that CALESA introduced more opportunities for curricular development of programs in line with PHILJA’s own vision of being “the leading provider of globally relevant, responsive and effective training for the judiciary in the ASEAN region by 2030.”

Other attendees to the 3-day activity were PHILJA officials, court attorneys from the Supreme Court, deans and professors from CALESA partner institutions.

The CALESA Project resulted in 2 highly valuable seminars for the Philippine Judiciary - the Knowledge Sharing on the Modernization of Criminal Law on June 6 to 9, 2022, and Knowledge Sharing on the Modernization of Private Law on November 27 to 30, 2023 both held at The Judicial Academy Philippines in Tagaytay City.

Other outcomes of the Project are the Comparative Matrix of the Spanish and Philippine Penal Law, and 2 volumes of PHILJA Judicial Journal on Judicial Studies.
